Road Hazard at a Junction : User Submitted question

Question shows a video of a 3 lane road with a U-turn.
There is vehicle A with hazard light on the most left lane stopping near the traffic signal, vehicle B stopping at the U-turn point but never move when the signal is showing green arrow and is green but no oncoming traffic on the other side of the road and 1 cyclist crossing the road without using traffic signal.

Which of them is causing a hazard?

Based on the description above, the most immediate hazard will be the cyclist who is crossing the road without the signal. He poses an immediate hazard.
